PROJECT BACKGROUND
Bowin Place is an affordable housing property located in Detroit, MI consisting of 193 units in a single 11-story high rise building.
Prior to the renovation, most building systems were nearing the end of their useful lives and many unit finishes were in need of updating. Community Opportunity Fund has partnered with Jonathan Rose Companies and the Huntington Community Development Corporation on a redevelopment project which preserves the affordability of Bowin Place by renewing the Section 8 HAP Contract for 20 years, adding formal deed-restricted affordability for 30 years, and substantially rehabilitating the property using Low Income Housing Tax Credit equity.
The development project fully modernized building systems, updated the apartment unit interiors, and expanded the community’s amenities. The property now includes a new fitness center, computer lab, game room, library, and resident service coordination.
The rehabilitation work also includes scope designed to achieve Enterprise Green Communities certification, dramatically reducing the building’s energy usage.
SOCIAL IMPACT
The property will greatly benefit from the expansion of resident services and the addition of a new fitness center, service coordinator’s office, and computer room. The full-time budget-based resident service coordinator, and the Jonathan Rose Companies social impact team, in partnership with Community Opportunity Fund, plan to expand and enhance resident services and wellness initiatives for the residents.
